つまり、Microsoftは、2021年初頭からWindows UpdateでFlash Playerの削除を行う更新プログラムを配布するがあくまでもオプションです。
2021年夏ごろになったらオプションではなく、累積アップデートの一部として実施するので、強制的に削除してしまいます。

ブラウザ側においてChromeやFirefox、Edgeは2020年末で、Flash Playerを使えなくしてしまいますが、例外的にEdgeのIEモードだけはFlash Playerをプラグインとして読み込めます
でも、2021年以降はFlash Playerそのものを入手できなくなるので、とにかくローカルから削除したらいけない。削除されたら再インストールする手段はありません。
