Web Intermediaries general intermediary-enbabling mechanisms.
Provides services for other groups as well. 

WWW コンテンツの規模に応じたコンテンツの分散をサポートするメカニズムで、
Caching 等の仲介サーバを制御・通信したり、キャッシュ・プロキシーを アナウンスする仕組みを構築する為の枠組み。 
具体的には、プロキシの自動検出。コンテンツ分散・配信の仕組み等がある。
